A young basketball player is killed in a hit-and-run and the suspect is a member of the Navy and Seattle homicide detective Tracy Crosswhite is called in to solve the murder.
There is some friction between the navy wanting to try the case, and some inter-departmental rivalry that interferes with the solving of the case. There’s a semi-expected double-cross towards the end.
